Certifying the status of overseas Chinese, returned overseas Chinese and relatives of overseas Chinese

    Time limit for handling:
    1. Status of relatives of overseas Chinese to be certified by district or county OCAO;
    2. Status of returned overseas Chinese to be certified by the OCAO of the Municipal Government;
    3. Status of overseas Chinese to be certified by the municipal , district or county OCAO;
    4. 10 working days at the district (county) OCAO or overseas Chinese affairs departments of bureau-level units; 10 working days at the municipal government OCAO.
    
    Qualifications of objects of application:
    Overseas Chinese: Chinese nationals residing overseas.
    Returned overseas Chinese: Overseas Chinese returned to and settled in China.
    Relatives of overseas Chinese: The relatives in China of overseas Chinese and returned overseas Chinese.
    
    Handling procedure:
    Materials of application for certification of status of returned overseas Chinese: Letter of application for certification from the district or county OCAO of the locality of domicile of the applicant or the overseas Chinese affairs department of the bureau-level unit above the unit of the applicant (hereinafter referred to as the submitting unit); written application from the applicant; records in the personnel file of the applicant on his birth, living or working overseas or certificate of the applicant¡¯s settlement overseas and its Chinese translation.
    
    Examination and approval procedure:
    The applicant applies to the submitting unit;
    After investigating and verifying relevant information, the submitting unit sends a letter to the Domestic Division of the OCAO of the Municipal Government with application materials attached;
    On the basis of the basic information on the applicant, the Domestic Division of the OCAO of the Municipal Government decides whether to certify or not to certify the status.
    In case of certification, the Domestic Division of the OCAO of the Municipal Government will send a letter in reply and the registration forms to the submitting unit;
    In case of denial of certification, the Domestic Division of the OCAO of the Municipal Government will send a letter in reply to the submitting unit with the application materials returned.
    
    Making of the Certificate of Returned Overseas Chinese:
    Certified returned overseas Chinese should provide two 1¡± recent photos to the submitting unit and complete the questionnaire for returned overseas Chinese;
    The submitting unit will collectively send the photos and the questionnaire for returned overseas Chinese to the Domestic Division of the OCAO of the Municipal Government;
    After it is made by the Domestic Division of the OCAO of the Municipal Government, the certificate will be delivered to the returned overseas Chinese themselves by the submitting unit;
    Returned overseas Chinese who loses his Certificate of Returned Overseas Chinese and applies for re-issuance must provide one 1¡± recent photo, payment for the cost of the making of the Certificate and written explanations on the circumstances of the loss to be sealed and certified by the submitting unit and sent to the Domestic Division of the OCAO of the Municipal Government for the making of the certificate.
